1. Key Framework & Partnership Benefits

  • 1-1. Primary Languages: Russian and English serve as the official and core languages for all academic instruction and official communications.

  • 1-2. Exclusive ILEP Method: Ability to recruit students without prior proficiency in English or Russian, providing an unprecedented added value for institutions to maximize student enrollment.

  • 1-3. Authenticity & Exclusivity of Credentials: All course syllabi, curricula, educational programs, and the issuance of degrees and certificates are managed and conferred directly and exclusively by Saint Petersburg University of Science and Technology (SPBUNI).

  • 1-4. Access to University Online Platform: Authorization for representatives to utilize the university’s official online platform to execute educational and administrative operations, strictly according to the terms specified in the official agreement.

  • 1-5. Territorial Representation Rights: Granting of exclusive or semi-exclusive representation rights within a designated geographical territory.

  • 1-6. Lucrative Financial Model: Highly competitive revenue-sharing frameworks delivering high profitability from enrollments and educational programs.

  • 1-7. Comprehensive Institutional Support: Issuance of an Official Representation Certificate, listing on the university’s official website, and provision of full marketing and branding assets.

2. Scope of Responsibilities & Capabilities

  • 2-1. Educational Program Delivery: Authorization to conduct classes and academic programs across various disciplines and educational levels:

    • Short-term Courses & Certificates

    • International Diplomas

    • Bachelor’s Degrees

    • Master’s Degrees

    • Doctorate / PhD Programs

  • 2-2. Flexible Delivery Formats: Option to offer programs via both In-Person and Online learning modalities in accordance with university standards.

  • 2-3. Marketing & Student Recruitment: Active marketing and direct student recruitment for enrollment at the main university campus in Saint Petersburg.

  • 2-4. Local Regulatory Compliance: Obtaining all mandatory official permits, educational licenses, and operational approvals from competent national authorities in accordance with local laws.

  • 2-5. Network & Institutional Partnerships: Authority to negotiate and finalize sub-agreements or MOUs with local schools, academies, and educational institutions within the assigned territory.

  • 2-6. Official Representation Fee: This fee covers representation rights, the issuance of the official Certificate, and the formal accreditation of the official representative, in accordance with the terms and conditions specified in the official university contract.

3. Mandatory Requirements

  • 3-1. Suitable Physical Office (Mandatory): Ownership or lease of a fully equipped, professional physical office suitable for student consultations, administrative operations, and instructional activities.

  • 3-2. Legal Registration & Licensing: Operating as a legally registered business entity or educational institution in the country of activity.

  • 3-3. Proven Track Record: Demonstrable background and successful history in higher education, student recruitment, or academic consulting.

  • 3-4. Brand & Ethics Standards: Full adherence to maintaining the university’s academic prestige and providing accurate, transparent information to prospective students.

4. Target Audience

  • 4-1. Educational consulting agencies and student recruitment companies.

  • 4-2. Universities, colleges, international schools, and higher education providers.

  • 4-3. Language academies and continuing education centers.

  • 4-4. Experienced professionals and executives in international education management.

5. Application & Accreditation Process

  • 5-1. Online Application: Submission of initial company profiles and physical office details.

  • 5-2. Credential Review: Initial evaluation of credentials and experience by the International Development Board.

  • 5-3. Online Interview & Negotiation: Finalizing territorial scope, recruitment quotas, and financial terms.

  • 5-4. Agreement & Official Certification: Executing the official contract, issuing the Representation Certificate, and listing the representative under Our Authorized Representatives.
